Personally for Usopp since his dream is tied being a warrior specifically like the giants of elbaf I think it makes sense for the next crew member to be from elbaf
Loki is the most obvious and in your face candidate to join the crew from elbaf. Tho he’s more a Luffy parallel than Usopp despite his name. Luffy already asked him to join the crew. Tho his biggest problem besides him just being too big for the sunny is how important he truly is
Whether Loki is another Jinbe and Yamato or Shirahoshi and Momonosuke. IMO it’s leaning more than ever to him staying in elbaf to reclaim the throne being too important to leave. While his brother Hajrudin stays out at sea leading the new giant pirates. Hajrudin potentially playing a big role by looking for the frozen Galleila

For Nami’s parallel since her dream is tied to drawing a map of the world I think it’d make sense for a potential future member to be from the sky. Whether it’s one of the sky races we met in skypia, minks, lunarians, or even higher up like aliens
