Here is the comparison of BOROS versus OROCHI before the reformulation (correction) of MURATA.

He's just another species. The monster hierarchy doesn't apply to him. BOROS himself mentioned that there was a prophecy in which he totally devastated the universe and that on this planet (planet earth) there would be someone of his level who could offer him a nice fight, this 20 years ago. This is canonically putting BOROS above OROCHI. Well but don't take prophecies too seriously, laugh.
Boros initially survived a non-serious saitama punch, he wasn't completely torn apart, only his armor was broken, and that's it.
And it wasn't even in its final form.

That's just orochi getting wrecked, It's by no means him tanking anything unlike with boros who survived various punches without any fatal damage
Tearing though chunks of earth is not planetary in terms of power as your not destroying the entire planet like it's why naruto slicing a hollow moon in half is not moon level as the amount of force to break apart pieces of earth is not at all equivalent to obliterating the entire planet

Saitama went easy on him and quote was teaching him not to splash in the tub
Unlike with boros who was seen as a worthy opponent even in saitama's own monologues with boros quote sort of clobbering him according to the guidebook
This argument doesn't apply for OPM. It might be possible that Saitama may have killed far more powerful opponents he fought early on than what we are seeing in the manga right now. as Saitama said he came across too many of these king of this, ruler of that etc... and all of them died in 1 hit. Whoever comes in the future will also get same treatment. Unless its someone Saitama wants to test himself to extend the match a little longer or someone he doesn't want to kill.
