Impel Down suffers how we, the viewer, weren't supposed to know about Haki, as there was no reason Jimbei couldn't stomp a mud hole in Magellan's ass and walk it dry.

Like, Ivankov has the perfect attack counter for him...and then uses his fists. Plot induced stupidity.
