It would make sense for the author, Eichiro Oda, to include activist groups in the story. People aside from Dragon who are making a revolution, and instead some smaller groups who are acting for different purposes. For example, the Neo-marines. They were an interesting group.
However, what about people who say promote the beliefs of the Celestial Dragons? They have their own groups like the Holy Knights and the Marines, but almost nobody outside of those groups actively makes efforts to promote different beliefs and values.
I guess I'm saying the character portrayal is too rigid. It's not very believable that the only groups making actions are highly involved in top organizations, and there aren't many actions made from smaller ones with specialties.
I'd like to see more Global Movement initiative stuff going on outside of just Dragon and his revolution, the Navy HQ, and stupid pirates.
The scientists in the group with Vegapunk like Judge and Caesar were cool because they were acting in their own interests and had beliefs and values that were different than the World Government or anyone else.
It would be nice to see more groups like that who have specific purposes that aren't aligned with any major factions or maybe they are aligned with major factions but aren't directly related to them.
