Kaidou was the WSC. Right.
Now, Is no- one going to be stronger than Kaidou end game? Is Luffy going to face weaker characters while he's becoming stronger?
Easy No.

Kaidou is title holder like Mihawk, yet he wasn't the strongest. Mihawk could be strongest swordman, but it could easily not apply to these characters that have worked in shadows for centuries.

Mihawk did say he'll wait at top, but he ended up training Zoro during TS. Usually such characters aren't the final fights, especially if it's a fight to death.
