We know that Saul secretly moved Ohara's library to Elbaf. We also know that if the WG ever realized what happened, they would surely make an effort to destroy this knowledge, just as they initially tried to do with Ohara.
I believe that somehow, the WG will learn of what Saul did and will mount an invasion of Elbaf with the secret goal of destroying the Ohara library. Dragon will come full force in order to protect the people of elbaf as well as the library. Luffy will get caught up in all of this, likely due to vegapunk or hajruddin, and will end up fighting alongside Dragon to defeat the marines.
Kid and Law could be a part of this arc, as Kid's ship sunk by Elbaf and Winner island is very close to the island as well, so Bepo could end up there. However imo, they will play a relatively minor role in this arc, as they've already been crushed by the yonko. I feel like the major players will be the admirals, Luffy, Dragon, Sabo, and some giants, with Kid and Law either fighting seraphim or some minor side villain.
Over all, I think this arc will end with the defeat of Akainu and the remaining admirals. This will force the Gorosei to become directly involved in the operations of the marines, setting up the final war with SHs vs Imu and Gorosei.
While I think Blackbeard will definitely play a major role in this arc, especially regarding the burned man. I don't think this is the place where he falls. With that either being Lodestar or possibly even the red line. I'll touch on that latter part in my next theory.
