Around 14 years ago Garling was probably the leader of the God's knights and he told the King that the only way for Elbaph to be in the WG was for them to give them the fruit. Shanks learned about that somehow and managed to intercept the fleet transporting the fruit and stole it. Meanwhile, Harald swapped the Nika fruit with another fruit which Loki ate without knowing that/ or that's why the fight started. It's not a 100% spot on thing but I'm imagining that it could be something like that since Shanks and the Figarland family have been key players since the start if Elbaph. The only weird thing is why would they give that much responsability to Who's who, but that's a thing we've been asking ourselves anyway since it was revealed.
