Chapter 964 just confirms that Roger , Shiki and WB were emperors "Great Pirates " of the golden Era for 4/5 years (29-24 years ago) WB remained the only Emperod since Roger died and Shiki went inactive then BM finally caught up , then Kaido and lastly Shanks.
Roger became Emperor first (probably was emperor for 10-12 years till death) , then Shiki and WB later caught up!
The excuses people use "shanks has lower bounty than Kaido coz he is younger and has been Emperor only for 6 years " is very stupid
Roger is older than WB and was Emperor years before yet WB became his equal and has only 500 mil lesser bounty coz Roger then reached Laugh Tale.
WB has been Emperor level longer than Kaido and BM, he is older too yet Kaido caught up to WB, in strength and bounty.
People should just give up, it is not about being younger or having lesser active years as pirate/emperor but it is all about your strength.
Shanks is just weak!

Emperor level is what Shanks Teach BM Kaido WB Roger Shiki are. The gap between them depends and the battle between themselves isnt less than upper high diff.

This is why it is said the emperors are pirates who stands with WB!
Same reason also Shiki Said Roger was a wall, it is because Roger was the benchmark for pirates after Rocks era! He was the first emperor, WB Shiki and BM were a step below until WB ans Shiki caught up! After Golden Era, WB became the benchmark ... after WB death, Kaido/BM/Shanks are the benchmark. Teach rose to their level a year ago.
Teach is the benchmark of Worst Gen! He is already Emperor level, while luffy Kidd law aren't yet.
