Speculations Enel will arrive in Elbaf

Enel’s natural inclination has always been to go to the highest visible point, even when that place is difficult to reach and impractical. This fits with his self-identification as a Kami, as well as giving him a perch from which he can use his mantra and destructive powers most effectively.

It is only reasonable that Enel will reappear at the highest visible point in the world of One Piece, which is undoubtedly the top of this Treasure Tree Adam. It dwarfs not only the giants of course but also their largest buildings, the clouds, and the mountains of the island of Elbaf. Its heavenly realm is the realm of a god, and the only character who has been truly named a god and accepted the title in the story is Enel. The Maxim, also, needs a large amount of space and a lot of clouds to operate at its full potential.

For his return, Enel will naturally seek out the highest available point upon which he would found his new kingdom with his army of space robots. The towering Tree of Elbaf is the perfect location and provides the perfect opportunity in the form of the giants to afford him incredible military strength and natural resources.

During or before the main battle with the GK, most likely after Loki’s release, Enel will come to rest at the top of the Tree. He will join the fray, devastated to learn that his one true rival (Enel is the only man who has ever acknowledged Luffy as the Pirate King- “King of the Magnificent Oceans of the World”) is already being worshipped here as a god. After allying, Luffy will abdicate his god title so that he can leave and will direct all worship to Enel.

Enel also has a Thor attack which fits Elbaph's Norse theme! And his superb observation could be compared to Heimdall's all-seeing vision too.

I'd personally prefer a three way free-for-all fight between Luffy, Loki and Enel if it happened. Two false gods vs a guy who actually is a god but doesn't know/care about it yet.

Because we do need his moon lore for the Final War. And he has an entire army at his disposal.
But we've just received the mural lore, which could make it too early for another historical exposition. Yet, you can't leave Enel for EOS, because by then we're already supposed to know almost everything that ties in AK, IMU, and the Ds, and the next arc(s) should focus more around Laugh Tale. So, unless Laugh Tale is indeed on the Moon, which I doubt, Enel's return should fit in-between that and Elbaf proper: maybe in the space-focused mini arc, i.e. the Lodestar arc?

The only way I can see Enel returning is in a cover story, I don't think he cares about what's happening down in earth his main goal his whole purpose was to get to the moon, and while the moon may be reference I don't see it playing a role or anyone from the moon coming down

The reason why the people came down from the Moon will tie in with the AK lore, the prosperity before the first war, and subsequent first flood. Those are necessary pieces of information. Unless VP already had a way of getting them from his research, we do need Enel to come back in the actual story and interact with the SHs.
Plus, Enel went up there hoping to find the infinite vearth, which a barren Moon is obviously devoid of. Now that he's learned that paradise was on the blue planet all along, his mentaity should change, a la Bellamy, and he might even show respect for the people of the blue sea.
IMO, it'd be pretty ironic to have a redeemed Enel come back to acknowledge the bountifulness and beauty of the blue sea islands, only for IMU to immediately start a new flood. It'd put Enel and his army automatically on the SHs' side.
