Speculations Fantasy or Science Fiction?

Is One Piece a fantasy story with magic or is it a science fiction story that tries to explain seemingly magical events as science?

I know it's a weird distinction to make, but it has to do with things like...

Are devil fruit abilities magic?
- It has been stated several times in the anime that they aren't, but some people will argue the anime doesn't count.
- If devil fruits aren't based on magic, then whatever created them likely can't be either.
- This calls into question Gods/Devils in the story. Do they truly exist as magical entities? Or are they just imposters that can be explained through some form of storybook science?

A: They won't fly! (laugh) Because if they fly, they won't need ships anymore. Also, they'd be able to do anything... I'm really focusing on the aspect of sailing the seas. Also, I had a sorcerer in a short story once, but I won't be using that in the series. Any preposterous situations are all created by the devil fruits. That one point is rather supernatural, but everything else is normal.

Oda apparently wants anything Supernatural in his Story to be explained by Devil Fruits (Science by Extension),
I lean towards One Piece being more of Sci-Fi rather than Fantasy, but I think the whole point is to question that,

The Problem w/ Imu
It is popular to think he's a magical entity, currently. However, he could just be another devil fruit user. Fantasy or science. God or fraud.

1. It's a Sea God/Devil devil fruit. It came from people's dreams/nightmares, but it was technology that was able to turn the dream/nightmare into reality (science).

2. There is no devil fruit. He's simply an actual Sea God/Devil. His power comes from a form of magic inherent to the universe and needs no explanation (fantasy).

Option 2 bothers me more than Option 1.
