I'm an American who's a son of Russian immigrants, and this sounds similar to how people say that in Russia, healthcare is free. That's true, but in practice the quality of the care in the public system is so horrendous that anyone who can afford it gets a private doctor (and the cost of treatment there would be about the same as the average monthly salary of a Russian).
