Leaning Fenrir, it seemed like he was running really fast thowards Harald after he ate the DF if he was a giant serpent-like dragon i feel the panel would've showed aa little more " clumsiness " or some parts of the castle crumbling as i don't think a creature like that would be that agile
Also when he's grabbing Harald that's most likely in his hybrid form and we already have Kaido as a serpent-like dragon who has a long nose but not in his hybrid form.....so that would fit much more for a wolf
U can make good arguments for both tbh after all it's all silhouettes so u can't 100% bet on that
Fenrir would fit Loki's situation....Chained because otherwise he gonna go rampage and kill Odin ( Imu ) and cause destruction all over the world ( the sun god that will destroy the world )
