The cleanest way for Oda to start the final war is to have the Gorosei be killed off in Egghead. When this happens it will leave a hole in the chain of command between IMU and the WG, and create an opportunity for multiple factions to claim leadership.

Garling and the HK seem to be the next highest CD besides the Gorosei, so they will have a claim, while Shanks as Garlings son or nephew will also have a claim, if he can take out Garling.

Blackbeard Pirates have also created a claim potential for themselves if they try to say they have the last remaining Gorosei on their side, with Katarina transforming into Saturn.

The Marines faction will also have a claim due to Kong being Commander and Chief, and Akainu having command of the main military arm of the WG, the navy.

Most likely Straw Hats will also find out that the D-clan were rulers of the previous ancient Kingdom giving Luffy a claim as well.

Gorosei can't Execute or Punish a Celestial Dragon
There is a Misunderstanding among lot of Fans regarding World Government

Celestial Dragons are not Part of World Government, They are "Above it"
For example, Gorosei are Part of Marines? No, but They are their Superiors

So the Idea is that this World Government cannot Exist/Operate without Celestial Dragons
But They are not Members within it

Gorosei are Only Exception, They are Five Celestial Dragons who fulfill a Position within World Government, as it's Highest Authority
Second Highest Rank goes to Kong who is Commander In Chief

Marines are Part of World Government, so They Serve Celestial Dragons & Allied Nations & Kong ... etc
CP-0 on other Hand are Servants of CDs Only, They don't care about Allied Nations cuz They don't serve World Government

Holy Knights are not Part of World Government as well, however it seems They are Celestial Dragons of Higher Value
And Garling seems to be their Leader meaning He is Celestial Dragon with Highest Authority
So when it comes to taking Orders:

1. Holy Knights take Orders from No One except Garling
2. Celestial Dragons take Orders from No One except Holy Knights (Gorosei Included here)
3. CP-0 take Orders from No One except Celestial Dragons (And their Superiors within CP-0 ofc)
4. Kong take Orders from No One except Celestial Dragons
5. Fleet Admiral take Orders from No One except Kong + CP-0 (Must be on CD's Orders though) + Celestial Dragons
6. Admirals take Orders from No One except those Mentioned above
7. Allied Nations have Right to benefit from Marines Help/Protection however They still can't Summon an Admiral or Fleet Admiral

Note 1: It should also be mentioned that Tsuru is Marine HQ Chief of Staff, so only Fleet Admiral can give her Orders
Note 2: Gorosei are Celestial Dragons who are part of WG, so They are expected to Respect Allied Nations

So when it comes to Holy Knights, They serve Mary Geoise, not World Government
And They don't take Orders from Gorosei, in Fact, They have Authority to Punish Celestial Dragons while Gorosei can't
Garling isn't just another Kin'emon or Katakuri, He is technically King of Mary Geoise

Gorosei are not going down in Egg Head.
The story can progress perfectly fine with them still around.

Nope. Gorosei are for the Last war. Last villains getting defeated. Still too soon. We are only learning about them and is not like they are a character that got introduced this arc.
