Theory Final war will split the Navy

...into three parts, similar to how there were three OG admirals. One part will continue blindly following the World Nobles' orders (much like Kizaru is); another part - led by Akainu - will go rogue in an attempt to wipe out all the pirates and possibly World Nobles as well; while the last part will attempt to protect the civilians and will possibly ally with Straw Hats in the final war.

The "good marines" will stay in the navy and just do the bare minimum. Like Fujitora in Dressrosa. Act very slowly and hope Luffy wins. They won't deliver victory to our hero, he will have to do it himself.
