I think that the real purpose of Noah, is to take Fishman Islanders to Sky Island. Joy Boy was a member of Ancient Kingdom, so he had technology to repurpose Noah as Flying Ship. It was built on the surface and than brought down under the surface. Later on they could add parts that would allowed flying.
