I'd say that Shoto's fire would be stronger than Frozone, but his ice ability is a bit weaker.

Round 1: Frozone. He's fast/mobile enough where he can wear Shoto down and I'm assuming has better immunity to the cold (Shoto can develop frostbite if he's not careful).

Round 2 and 3: Shoto easily. Frozone is useless when he's around fire.

I agree that fire shoto even at the beginning of the story is quite strong , against Deku the guy sent something huge.

But Frozone is not completely naked against fire blast. In the video I posted in the opening post at 2.40m you can see a guy that can spit magma and Frozone managed to overpowered the guy with his ice.

round 1 : Frozone

round 2 : Shoto but in a really difficult fight. Shoto at the beginning didn’t really mastered his powers and Fro can counter lesser fire blast. But if he goes all out Frozone will lose.

round 3 : current Shoto is too strong
