Rocks probably had his own crew that was merged with the rest of the Rocks Pirates when it was formed 44 years ago.

He probably was active as a pirate a good 25-30 years imo. Roger was active for decades too iirc

I think it's very possible he had more than 1 encounter with Roger since he was described as being his "first rival".
