Fujitora is not allowed to to enter any marine base for his failure to capture Luffy and Law. Akainu is pretty unrelenting about this point.
There is no reason this order shouldn’t stand for the remainder of the series, because we know that Fujitora will not apprehend either Luffy or Law, and besides Akainu seems adamant both are to be captured
So what is left in store for the strongest admiral?
For Fujitora to be left wielding any kind of meaningful authority, he must exit or somehow bypass the system of Akainu’s discretionary power, which is the Marine HQ.
This is where the importance of Smoker comes in as he is currently a unit leader of marine branch G5. And what’s so special about this base is that it’s the only existing Marine base in the New World, and, secondly, that you seem to need authority of an Admiral to be stationed there (Vergo has to ask Sengoku to be stationed there and Smoker needed to ask Kuzan). This implies this particular branch of the military is not just your everyday military base.
It’s worth noting Zephyr was the youngest admiral at age 38, and he didn’t even have a devil fruit, and he gained his experience at and rose through the ranks of G5. So Oda does not think G5 is just your average regular military branch. I would think it is something more akin to special forces branch with its own rules and jurisdiction, such that Akainu who is in charge of the regular military simply is not in charge of these units.
The evidence of this comes from when we see Vergo presented as the leader of G5, he doesn’t have a HQ signum.
that’s where G5 comes into play as an important means of reestablishing Fujitora back into the story with a strong purpose and influence as now it is currently without a leader as of Vergo’s demise, and due to it not being part of Marine HQ, Akainu doesn’t have any influence over this branch of the military (Maybe Kong does).
I think this is the most likely outcome, as Smoker and Fujitora also seem to share the same ideology and viewpoints, and together they would become a dominant force in the New World. Through G5 they could become a viable counterforce to Akainu.
