Even though I believe Shamrock will be the main villain of the Elbaf arc, I don't believe he is the one that is orchestrating on trying to takeover Elbaf for the World Government.
Imo I believe there is a possibility that Garling is the one that has decided on trying to takeover Elbaf, and that he sent his son Shamrock to get the job done.
Because now that Garling is an Elder, he is pretty much on the same hierarchy as the rest of the Elders, meaning he can most likely do a bit more now, that he probably couldn't do before without permission.
The WG probably tried to takeover Elbaf before but of course failed, but now that King Harald is gone, there is no one ruling the country, and with the recent events that are happening.
Garling maybe thought that this was now a good opportunity to takeover Elbaf and force it to join the World Government.
