It was still a fantastic fight though. The readers were shown a glimpse of Saitama's true capabilities for the first time

i personally think Saitama can beat most characters in the anime verse because that's simply what the concept of his entire character is. It's satirical and it's meant to be funny. Saitama defeats goku, xeno etc etc because that's just what his concept always has been.
No version of Garou will ever come close to Saitama as described in the one punch man chapter 168. He is the GOAT

Not even in the Shonen Genre. Saitama is a gag character with huge plot armor. Take away these two things and he's nothing.

Maybe with enough time yes. But if someone like God Sinbad from Magi comes into play..no. To high dimensional tiering,mutliversal powers and can rewrite/remove fate.

And don't let me start with outerversal beings like the ones from Umineko,Shin Megami Tensei or Demonbane.
