Current Events Garp bounty: Based on his legend or his current level?

Garp received 3 billion, same as Kid and Law.

The question is: is that bounty based on his legend and his past feats or was it set based on his current level?

If he was still in prime, he'd have 4B or 3.5B Cross Guild bounty

He is a Vice Admiral, so his Bounty should be same as Vice Admirals, but due to his Legendary Status, it was Raised to Admiral Bounties.
If He was an Admiral, then it would have been Higher than 3B

I'd say it's decided keeping both in mind. He's no longer worth as much as an admiral as far as strength goes, but his fame makes up for it.

He dominated Aokiji 1 on 1 lost to sneak attack and 1v5 still clap current admiral and Rayleigh who is weaker than any admiral

Dominated and lost most of his HP just from attacking while Kuzan is far from losing edge. Even if no one intervened, it was only a matter of time before Garp gets killed by Kuzan.

He lost his HP becuase of Shiryu. He dominated Aokiji 1 on 1. Even while weakened he equalled Aokiji with Ice Glove and blitzed him again. If no one intervened Garp would blitz Aokiji again and again and won't even lose a bit of his HP.

How do you suppose Garp got bruised all over before getting stabbed? Kuzan was inflicting damage too. The only issue here is, Garp is slowly reaching his end while Kuzan had way more fuel than what'd required to end Garp's old ass.

In the end Garp's just a Vice Admiral in rank. His Hero status brought him to Admiral level bounty and I don't think the Hero title has an age limit.

But who knows as an active marine he could've had 3.5-4B.

I wouldn't say that his bounty is based on his strength alone. But his title. Since it weights the same as Admiral. But Prime Garp would have a much higher title just like Pirate King had even over someone stronger than him.

It shows that both kidd and law are undeserving of 3B. They should have got 1.5B at best.
