Two factors relevant for this calc
- Size of that One Piece planet, which can be larger than Earth, and this can dramatically affect that Whitebeard's earthquake calc which should scale to Kaido, the admirals, and more importantly, Gear 5 Luffy.
- One Eyed Rinnegan Madara's current attack power level. Thoughts of his actual standing might have changed over the years + he might not scale to that Chibaku Tensei feat (the one that was done by So6p Madara after gaining both Rinnegan).
Madara is no weaker, especially physically, with or without 1 eye. It’s just eyes are needed for that specifics jutsu
And if Guy didn’t scale to his own power, he’d be ripping apart his own limbs from one swing and utterly pasting himself from the impact of his strikes hitting

Pre and Post Shinjuu has different stats,same for 1 bzw 2 Rinnegan Madara.The Rinnegan—at least for those who have awakened it, like Madara and Sasuke—probably enhances everything, because Rikudō/Hagaromo's chakra is ridiculous like that.
