Do we know the reasons for why Big Mom and Kaido have smaller bounties than Whitebeard? Having smaller bounties than Roger absolutely makes sense, but I don’t get it for Whitebeard? Bounties are supposed to represent a criminal’s threat level, especially their threat to the World Government. I understand Whitebeard has a more destructive Devil Fruit than either Big Mom or Kaido, but I don’t think that justifies a higher bounty. I will not talk about powerscaling here, only the Emperors’ respective history and “crew strength.”
Big Mom was a pirate since she was six years old. Even though we don’t know the exact timeframe, she was worth 500 million as a child. For reference, this is equal to Luffy’s bounty after the Dressrosa Arc - the same person who defeated three Warlords, punched a World Noble, assaulted Enies Lobby AND Impel Down, and waged conflict against Cipher Pol 9. Essentially, Big Mom as a child was worth as much as an international terrorist. This was when she was forcing kingdoms and their monarchs to give her sweets. For another reference, Sabo - another international terrorist as the Revolutionary Army’s Chief of Staff - is only worth 102 million more.
Big Mom then proceeded to survive two tumultuous eras while constantly pregnant, create the most impressive pirate empire and information network, amass a pirate armada composed of unseen manpower, and obtain a Road Poneglyph and regular Poneglyph. She was one of the world’s top pirates when Kaido didn’t have that degree of infamy yet. As for current story info we know she burned down countries who don’t meet their sweet quotas, made Fishman Island her territory after Whitebeard’s death, held Tea Parties with Underworld Emperors, and mingled with very strong countries like Elbaf and the Germa Kingdom. And according to Chaton she’s a smart person who would take advantage of notable events i.e. the Reverie.
Kaido having a bigger bounty than Big Mom makes sense. The Beasts Pirates didn’t seem to possess the troop and ship numbers, information network, or brutality on the level of Big Mom’s crew. But they made up for it with notable individuals. The Beasts Pirates top bounties consist of - a Lunarian, a MADS scientist, someone who probably went through a decade or two of constant combat experience, and a CP9 agent with as much potential as Rob Lucci. Kaido had Wano Country and a Road Poneglyph under his thumb. His crew invaded Zou of all places. Kaido himself could never be executed by the Marines. As for info the World Government likely didn’t know about, Kaido was obtaining artificial Devil Fruits from Doflamingo and a MADS scientist.
As for Whitebeard… I can’t think of anything that would warrant a bounty greater than these other monsters. Bounties aren’t only determined by the strength of the captain or subordinates, which the Whitebeard Pirates had in spades. The Whitebeard Pirates weren’t brutal like the Big Mom or Beasts Pirates, his crew was far smaller, he probably didn’t have a Road Poneglyph, and I speculate he didn’t have as good of an information network or Underworld connections.
