Imo there’s one final bit of information Oda is withholding from us regarding God Valley.
We know that much of the Rocks crew came to the island for the DFs. The dialogue between Kaido and linlin proves they weren’t just white knighting for Shakky, but did in fact want the DFs.
We can assume that Roger and his crew probably did come to save Shakky, as we know Roger would go to hell and back for his friends.
But there’s one more thing people are missing. Why did the WG want God Valley? What about Xebec, he wanted to conquer the world, how does God Valley fit into this scheme?
Imo it’s likely beneath the CD hunting game, the DFs, and Shakky, there was another much greater prize in God Valley. Something only Imu and Rocks knew about. The game and the prizes were just a big cover for the true treasure of God Valley.
This treasure is why Xebec was willing to lay everything on the line at God Valley. Why Roger and Garp seemingly teamed up to protect the CDs.
The treasure likely ties into the lore concerning Joyboy/Nika and the ancient gods of the one piece world, hence the island was called “God Valley”.
