Technology on Dragon Ball's Earth should be more advanced than our current military technology, given the existence of portable capsules that can store houses, vehicles, and more.
Other than technology created by the Capsule Corps though, regular military-grade tech doesn’t seem significantly more potent or destructive than the standard fare that we have today.
Weapons capable of causing massive destruction would be off-limits in densely populated areas unless absolutely necessary, so the majority of the fighting in this battle will be carried out by infantry and smaller-scale land vehicles (tanks, and mounted turrets maybe?).

Someone on Nappa's level handles the world military no problem.
Red Ribbon Army arc Goku (aka Kid Goku) I'm not sure about unless that version scales to the version of Master Roshi in his Max Power form where he used a Kamehameha to blow away the mountain that the Ox King's castle was on top of.
That, or the Kamehameha that blew away the Moon.

Piccolo right after the Raditz saga destroyed the Moon with a ki blast when Gohan got turned into an Oozaru and started wrecking everything, and that was Piccolo with a power level of 322?
Arguably power levels don't scale up linearly in Dragon Ball and early Dragon Ball Z but follow an exponential curve, where small increases result somehow result in large jumps in power.
