If you mean just who he beats and loses too then Guts would lose to even some pre time skip villains but if he was a one piece character then probably one of the strongest ever
Unshakable Will, insanely more skilled, faster and vastly stronger compared to other supposed great warriors of his manga

I think Guts would be a top tier character. He's a survivor and his willpower is second to none. Literally puts any character from One Piece to shame. His combat skills are insane, he's easily a master swordsman, even more so than Mihawk because he fought from very young age in wars.
