Give us a single example of a god tier devil fruit user who doesn't also have extremely good haki.

I mean most top tiers also have strong haki. But if I have to give an example, simply compare Kaido's final island level magma fire susanoo to his pure haki based attacks in hybrid.

At the end of the day the most powerful characters are what Oda wants them to be, with or without a devil-fruit.
