Lets discuss the criteria for Haoshoku Coating.
In some panels such as these, it is shown to be not touching the opponent.
This is what we call ACoA + Haoshoku Coating. Only when combined the no touching applies.
When Kaido used Haoshoku Coating on his Ragnaroku, Luffy immediately understood that you can coat your attacks with Conquerors Haki.
When it was used however it touched luffy directly leaving huge black lighting trails behind.

The criteria for Haoshoku Coating isn’t the no touching part. It is the black lighting trails that leak out from the fists or weapons.

So we can safely say that the only criteria for Haoshoku Coating is the black lighting trails that are left behind every time such an attack is being released. At least its the most viable criteria.
Even shanks kamusari hit kidd and his railgun. And that attack was clearly Haoshoku Coating.
The coating is nothing more than a power multiplier and the no touching variant only happens when ACoA is being used in combination of Haoshoku Coating.
