In general?

Rasenshuriken > Hirudora

Kisame has exceptional durability but rasenshuriken can atomize targets in sage mode. Hirudora wasn't close to doing that.

1v1? Hrm. Hirudora might have enough physical force to toss Rasenshuriken back, since its power comes from internal rotations and not necessarily the velocity its thrown.

Hirudora has more destructive power and RS more lethality. Hirudora's blast was bigger than Genbu's, which is about the size of the Forest of Death.

Overall, I think Hirudora is more powerful than any RS without ups (chakra Biju/Senjutsu/Odama versions)
