Offense wise : I don’t think there is a huge difference between them. Let’s see Homeless max output but the guy has some serious fire power. Solid One piece high tier fire power.

speed wise : everyone is around MHS+ in OPM in the higher level so if Homeless can react and attack them he might be around that.
King is MHS+ too. Don’t really check but let’s say they are similar. Maybe King smaller advantage

but King has some good advantage : Homelzss is just a human with godly powers. He has no special durability or strength. King ancient Zoan + haki + natural One piece exceptional bodies = the guy can tank attacks and regen.

King has also maybe COO.

King has durability and haki advantage + physical power but you should give more credit to homeless in offense
Even if some high tiers in one piece are capable of giving the same fire power it's just with a few special attacks and rest of their arsenal is no where close
Emperor can spam attacks that only the strongest high tiers in one piece can match with their strongest attacks
