I think Homeless Emperor Energy Orbs are Faster with More Frequency & better Control
But Vaccine Man imo is Stronger because not only he have Powers similar to Homeless but he is not a Normal Human, he appears to be Very Powerful himself. Not to mention that in Bonus Chapter, Vaccine Man was Declared as Biggest Threat Humanity faced before Boros & also King got Insane Hype for Defeating it (What they believed ofc)

Also Four S-Class Heroes were Dispatched to Fight it & they still hoped for more. While other Dragon Monsters such as Kenzan Rat, they only sent Metal Bat.

So in my opinion, Vaccine Man Wins & he is actually Strongest Dragon Monster right after Boros, Garou & Orochi

Emperor has better and stronger Energy blasts but Vaccine man is a strong fighter himself while Emperor is a normal human
Vaccine has a second form too
He will win this.

Why did you post Rover panels ?

Vaccine Man has stronger beams in only his base. HE has more precise control and seems able to spam them a lot more efficiently. Who knows how durable VM is sadly, he just doesn't seem as frail as HE, who can definitely be turned to paste if he gets caught by one of his large attacks.
