Controversial How can i make a good OP CYOA?

CYOA = Create Your Own Adventure, right?
Your charactet would need to gain their initial ability from somewhere (Devil Fruit powers, Haki, or some other random power) or start off learning some skill (relevant to One Piece verse) as a discipline.
From there, extra skills that branch off and/or add to your character's existing skill set can be added in as you level up again gain experience.

When it comes to CYOA or really fan fics in general there are 3 major rules that I always follow
1. Don't mess with established story rules/limitations (ex don't go around giving your oc or some random character 3 devil fruits cause you think it be cool
2. Your Oc should always have a flaw, when I make mine I like to balance them with opposite wavelengths example if I make my oc Ultra powerful I'd also make them socially awkward , or maybe clumsy or dumb, If i go for the book worm route I make em frail, sickly or physically weak
3. This one is mostly for cyoa specifically- imo all paths should have good and bad elements
