Guts. I feel like Fisher Tiger gets underrated here a lot in terms of strength. Him saving the slaves, and freeing Boa in the process, was incredibly important to the story.
And, dude, 2 CP0 agents fought against a wounded X-Drake and Izo, and one of them got taken out, while the other barely made it up to the roof afterwards, and then died ten seconds later.
Fuck CP0, Fisher Tiger would beat the shit out of CP0. I'm convinced Rob Lucci is stronger than all three masky-men combined at this point. All they did was play Go while the Raid happened, until they decided to get Nico Robin, then ever since they got their ass-handed to them on a plate.
Hell, Jinbei would mid-diff beat the shit out of these idiots, CP0 are frauds, biggest feat is accidentally triggering Gear 5th. Literally everyone CP0 fought in the raid had taken massive damage already, and they still couldn't do shit. No wonder they wanted the pirates to kill each other, they sure weren't killing anyone.
Fuckin, ugly ass, mask wearing, lanky, weird-talking, badly-dressed, bad-posture, let's-themselves-get-bullied-by-Orochi's-bitch-ass, CP-Zero Accomplishments, god damn.
Fisher Tiger would put put these losers in the spin cycle and suplex them into the giant whirlpool in Enies Lobby, oi.

CP0 are definitely strong, don't get me wrong, but I don't see them as a combat-oriented division of the WG, they're more on the intelligence and spying side of the coin. It wouldn't surprise me if Tiger managed to hold his own and make his escape through sheer determination, only to go back later like a chad and dunk on them one more time by setting the damn city on fire and freeing the slaves
