3. Luffy,razor,chapter 315, used against foxy's noro noro beam. dash, chapter 316 , used against foxy in the mirror room of foxy's ship.
4. Satori,razor, chapter 247,used to dodge luffy's gattling gun.
5. Shura,dash,chapter 248, used against chopper
6. Luffy , razor, chapter 242 , used against the white berets.
7. Crocodile , razor, chapter 206 , used to dodge luffy's gattling gun.
8. Mr 4 , dash, chapter 185, used against chopper.
9. Pell , razor, chapter 169, used against BW soldiers.
10. Dalton ,razor, chapter 136 , used against wapol's guards.

Kaidou can use Soru too.
He cannot use Geppou so he probably won't be able to move like Garp did though.

Probably never needs it since he can just fly anywhere he wants in Dragon form.

Soru is a technique. It's as "fast" or as slow as the user's skill-level.

It's like asking how strong is a punch... Well it depends on who's punching. And not all high-speed movement is soru.

There’s still a certain minimum level of speed you need to hit to do it

Being fast doesn’t mean you can use soru
Like gazelleman runs faster than luffy and zoro but I don’t think he can use it

Soru doesn't have a constant speed level. It depends on the user.

As many said there isn’t a constant speed and even if you wanna talk about the minimum speed required it’s unknown. Nevertheless, it’s a technique if you are capable of getting right then you can use soru just look at Sanji when he was in Nami’s body since he knows the technique he was able to use soru as Nami’s body was strong enough who we consider physically weak.
