Dragon didn't successfully left the island together with the babies, this could means he depart on marine ships. He could still be staying at the Marine for a few years, probably he was trying to learn the structure within the Marine or trying his best to sabotage the next hunts.

- Age 23 | 32 years ago: Sakazuki joins the Marines (Vol. 1000, Vivre Card)
- Age 25 | 30 years ago: Kuzan begins Battleship Bags training with Garp (Vivre Card, Ch. 1087)
- Age 30 | 25 years ago: Dragon is leading the Freedom Fighters (Ch. 1097)

Garp complained to Kuzan during their Battleship Bags training about his son becoming a revolutionary. At that point, Kuzan was still in the middle of his training. Koby completed the same training in two years, so let's assume it took Kuzan about that long. If Garp's complaint was made one year into their training, that would place Dragon at age 26 when he left the Marines.

Not long enough to be a Vice Admiral, a rank that any fodder can randomly get after the world draft (as seen with Maynard).

Probably 1-3 years.

Basically he squeezed into the position of Rear Admiral. His power level after years of training and operations is sadly only 3,100 aka slightly above Gear 5 Luffy.
