1st. Legendary Hero of the Marines - Garp
2nd. Hero of Rocky Port - Koby
3rd. Even Kuzan is referred to as a Hero, makes sense that he wouldn't be directly called a Hero since the Admiral title overrides it:

So my question is, how many people in the Marines are considered "Hero"? Just these three? Or there are more?

I can see all admirals being a heroes for some particular countries they helped, saved from pirates.
Also people were celebrating WB's death so probably Akainu can be called a hero for his MarineFord actions , killing Ace etc.

Maybe Kong was known as a Marine hero, given his drive to continue working even after serving as the Fleet Admiral.

I think it's heavily implied every Admiral is considered a hero. They're self made chads that rose to the pinnacle through sheer hard work. Refutation of all the strong fruit merchant allegations.

Under certain circumstances a marine below Admiral rank can be considered one through special accomplishments like Garp for God Valley or Koby for Rocky port incident.

I think it would be meaningful if prime Koby got it, but this is like if Luffy was considered a PK back in pre TS

A hero title is literally just propaganda. And I don't mean this as in me analyzing it (which is also true), but Oda intentionally wrote it this way.
