My theory of Dragon is that... he is NOT Strongest by himself.... but he is strongest with his commanders powers....
And Same for Sabo, Sabo is not as strong as admirals now, BUT he is as strong as admirals with the other commanders..

MEANING:

PLUS
- Belo Betty Screams

will transcend Dragon from being strong top tier among others INTO Strongest
will transcend Sabo from being YC1 into admiral level Top Tier.

And if there is ONE THING we know from Naruto and Sasuke.... Fire (Sabo) and Wind (Dragon) get stronger together!
