Also, the Straw Hat Pirates are all about inclusivity: it makes sense Oda would want their to be breast equality (the best equality, IMO) amongst the crew. Therefore, I expect Oda to "fill-in" the crew with more unique booba as we reach the end of this great journey to squeeze find the One Teat Piece
Let's examine what we're already working with
Nami is often depicted wearing revealing, free-motion bathing suits, and not only is she showing off her ample cleavage:
-Nami is shown with underboob quite often.
Robin, meanwhile, is your traditional overboob cleavage: while Nami's breasts are often free in bikinis, Robin favors tight upper clothing that enhance her cleavage and size. These firm, restrained breasts contrast with Nami's free-flying titties.

Medium is premium is a spot that needs to be filled. And, technically, Carrot is always covering her breasts, even while naked, since she has a layer of fur:
-Carrot has modest, chaste, covered boobs (which is good, since she's 15... and even if she was legal - in Tekking101 voice - I AM NOT A FURRY)
Honorary Mentions for other Nakama based on the breasts (or lack thereof) they bring on board:
-O-Tama of the Zero Breasts (This is a Kaido of the Hundred Beasts parody joke, relax. Real talk tho: if O-Tama joins the crew we need to have a serious intervention with Franky and Chopper about wearing more clothing. And tell Sanji to tone down the simping, drastically. I know he'd never hit on a kid, but, still, he shouldn't be simping over Robin and Nami's bodies in front of Tama, either: Sanji's already done enough to corrupt Momo's pervy dumbass)

Personally, I would have liked Senor Pink to fill in the Man-Boob slot, but, I think that Queen offers more boobs due to his unfortunate addiction to O-Shiruko. Queen is also great at dancing, and can fill in a position that's been empty in the crew: the crew's Stripper.
Originally, I had Zoro with the best breasts on the Straw Hats (with Shirohigiggidy having the best titties overall in One Piece), because I'm a filthy ZKK-loving-Zoro-sexual, but, after Luffy defeated Kaido with Babonga Gun, I think it's clear that Gear Tits definitely low diffs Zoro's Brasura.
