BM isn’t dead
She used her power to split her soul and put it into her homies. I see no reason why these homies wouldn’t work like Voldemort’s horcruxes.
When Caramel died, there was no sign of her homie Pandora. It was gone, chances are BM probably ate it and destroyed it.
However we know that BM’s homies still exist. Zeus still exists, those black ghosts in WCI exist, and it’s possible Misery still exists as well. At the very least, we know Pudding can give homies their memories back. That alone guarantees a sure fire way to revive BM.
I think Oda might do something else on the other hand. We never saw BM’s awakening. What if the soru soru no mi awakening only occurs when the user dies? After dying in wano, BM’s DF awakened, causing her consciousness to shift to one of her homies.
This is how Oda will bring back BM. He’ll have her awaken her powers to revive herself. In doing so she’ll return much stronger than the version Kid and Law defeated. She’ll be a homie, meaning normal haki won’t be able to damage her.
Her appearance will also be different, meaning she will be able to hide her identity, allowing her to successfully gain the allegiance of the giants. The giants will probably be the ones Zoro and Sanji fight, as opposed to the BMP, who they have already surpassed.
I think awakened homie BM would be a good antagonist for Elbaf. Oda still needs to set up Teach as a villain. He needs to have Teach get the ancient weapons and maybe even a 3rd DF.
Hence I think Teach will probably be the villain of Lodestar, while BM and the giants will be the villains of elbaf.
Since BM will be a homie, normal haki won’t work on her. This means Luffy will need to awaken a new haki technique to beat her. Specifically, he will need to learn to damage someone’s soul using haki. This is how Luffy will defeat awakened BM.
This technique will also be crucial in that it will be the ability that is necessary for one to damage the gorosei. I think the burned man could be the one teaches Luffy how to use it.
To sum it up:

To sum it up:
- Death caused BM’s powers to awaken, transferring her consciousness to a homie
- With a new body and appearance, BM will make allegiance with the giants and become the villain of elbaf
- Luffy will learn a technique to damage the soul with haki, letting him beat awakened BM as well as damage the gorosei
- While Luffy fights BM in elbaf, Teach will acquire the ancient weapons and his 3rd DF, setting him up as the villain of Lodestar
