Weaker than regular Lee. He's only so strong because he puts an enormous amount of effort into his taijutsu, to keep up with Neji. He'd be well rounded otherwise but not as stand out.
This automatically gives Shikamaru large chakra reserves, sensing, massively increased stats across the board. He'd be strong enough to take down characters like Kakuzu, Deidara, Mei, Tsunade, etc.
Maybe stronger than early Shippuden Kakashi, but I don't give her much more than that.
