Imo the General population likely sees them as one of the most dangerous crews on the sea

A band of misfits invaded Enies Lobby and left it n ruins assaulting world government officials along the way
Punched a celestial dragon which is seen as the greatest taboo and then their captain proceeds to cause the biggest Riot and Jail Break in impel down history, and also invade marine ford with jail broken prisoners
Dressrosa was left in ruins after just half their crew came through
And recently Luffy got blamed for holding Vegapunk hostage and killing him, leaving Egghead island in disarray
