Is there any confirmation that Oda himself colors in the vivre card characters?
I don't think there is an explicit confirmation: we just know VCs are a databook and as any databook are canon.

On a serious note, I really don't think Oda concerns himself with the colours of some secondary characters at all unless he is drawing them in cover.
