Nami is the trigger she called the crew twirly hat crew she dubbed it that way and gave Sanji the power to lead, she was also the one Law gave the vivre card to, while also giving the orders to Luffy and Sanji what to do next….
Seems like a lot of moments went over a lot of heads.

I think whenever it has come to serious decisions that are neutral in the sense not about specific niche (e.g navigation), Sanji has almost always taken the lead over Nami.
It's basically that if Luffy is absent, then Zoro will usually end up getting the final say (e.g FMI palace takeover, he was doing all the negotiations despite crew having conflicting ideals), W7, Alabasta (Luffy straight up told Zoro to take the lead despite both Sanji and Nami being present), etc, etc.
And if both Luffy and Zoro are absent, then it's Sanji. E.g WCI, DR, etc.
