Apparently Nobu said the Heil-Ly family reminds them of the Spiders when they were young. So I'm wondering if Togashi is planting the seeds of an alliance between the groups. It'll make sense both groups are vastly out numbered on the boat.

I don't think so. For now, that line seems more like Nobunaga talking about Heil-Ly's overall carelessnes and overconfidence. Not like he wants to teach them how to be a real mafia imo lol, just a casual observance that ties into the flashback we get at the end of the chapter
