Why didn't we see a Luffy and Hyogoro farewell scene? Why wasn't he with the Scabbards?

That guy taught Luffy advanced CoA After Ray refused to do so. He used Oni Plague to weaken the beast pirates and was willing to let himself get killed for the sake of the alliance

He also probably has a lot of info since he controlled the only port that Foreigners used back in the day

Why wasn't he given a good farewell scene?

Oda understood what a total mess of an arc Wano was and decided to gtfo of there asap.

Because at this point One Piece can only justify its exsistence through hype, and since the Wano War ended, and Shanks and Greenbull finished their advertisement for Film Red, they needed to jump on the next hype train as soon as possible, and nothing makes the One Piece fanbase froth at the mouths more than fucking bounties.
