First, let me list out what Xebec has done so far.
They did not kill/attack innocents. A child on top of that.
The recency bias of painting Xebec as a good guy comes from his being there to protect his family.
Agreed, that makes his character complex and morally grey, but doesn't whitewash the entire thing.
Nobody fuckin knows what Xebec was there for except Harald.
Not even Whitebeard or Shiki.
Among Rocks,
Roger and Garp didn't know the motivation of Xebec either. All they saw was a rampaging beast that needed to be taken out.
I checked Twitter, YouTube, Reddit and Instagram. They all consider Xebec to be a great guy.
I know jokes are going around about Garp and Roger protecting the celestial dragon. They have been there for a while now.
But people are actually buying into that shit now. If Rocks had such circumstances, Roger and Garp would be redeemed too.
Then fighting together makes no sense given they would be ready to fight each other at any given notice.
Yes, Xebec's character is insanely good, but he is not a morally good character.
I understand if people look up to him like a great villain, like Doflamingo, Crocodile. But no way he was even remotely grey because he wanted to save his family. Doflamingo did the same, he cared for his family. He is even more complex than Xebec, probably the greatest villain we have seen in the series. Yet nobody calls him a good person.
For Xebec people are actually making the case that he is the right person. What's going on exactly? What am I missing?
The same goes with Garp, his character is very complex. Being marine, standing on the moral side yet doing the immoral things indirectly.
Roger is a clown though. He just Luffy with a sword. Though even he would be more morally correct than Xebec.

Among Rocks,
- Whitebeard and Shiki went to protect Shakky.
- Big Mom and Kaidou were interested in DF.
- The rest of them probably went for treasure.
