She said how is this guy a Yonko because Luffy was acting like a child.

Emperors of the Sea are not acting like children. I think thats why Lucci is being in delusion not because he is salty about Luffy's superior power.

Even Luffy's crew members are beating him up like Nami just did a couple of chapters ago. Luffy is different than other Emperors. He doesn't even have an ego to not let Nami beat him.

Remember, people were saying Luffy will never be a Yonko in the past because it wouldn't suit him, they were saying he will become PK without being Yonko but Oda surprised those people.

Oda also knows this which is why we can see more panels about characters saying the same thing about how Luffy being an Emperor.

What people like Lucci and Bonney expect is that a cruel or serious dictators Luffy is the opposite.

Lucci was consistent
WG cannot fight Yonko without Permission
But he attacked him without hesitation cuz from the start he never accepted Luffy as a Yonko
It has nothing to do with Power, he simply doesn't Respect him, most probably consider him Too Young & Too Childish

But even Power-Wise, Lucci never behaved like he is fighting someone Unbeatable
(For example, i don't think Lucci would have tried to mess with Kaidou or Shanks, he would have most probably abandoned his Mission)

So Luffy is clearly Stronger than Lucci, but the later doesn't consider it a big enough difference to justify Luffy being a Yonko
And Oda insisting on this behavior clearly leads to two possible scenarios:

1. Luffy is gonna do something Crazy that will prove to everyone that he is indeed a Yonko & they shouldn't mess with him or his Crew
2. Luffy is gonna get defeated or overwhelmed by someone, showing that Yonko Title is still not enough to face Endgame Villains

Oda done this before when he made Luffy get very confident at Start of Wano & defeating multiple Characters & Fodders while acting lofty, & then he got disciplined by Kaidou
