But by doing so, he's giving himself room to change the design or backstory. He did it with Oden or Kaido.
The silhouette thing is a weird fetish he has. It has no other particular reason than that imo, it's certainly not for hype.
He silhouetted Kawamatsu who was one of the most random fodder characters we've seen in the serie

I think it's less fake hype and more him not having a final design already decided until his arc actually starts, so the silhouette approach works as both a way to keep a small mystery and a way to not commit to a design too early.

Just look how much Kaido and Big Mom's designs changed from their initial introductions and silhouettes.
