I have a theory that Imu wasn’t there before TS, and only appeared either after or during it.

I think Doffy wanted to utilize Mariejoise’s secret treasure to become Imu, but now there’s another celestial dragon, same age as Luffy took the treasure and awakened as Imu just like how Luffy became Joy boy after awakening his Nika fruit

So basically Imu died 800 years ago either at the hands of Joy boy or due to old age but has reincarnated into one of the celestial dragons

I once had the theory that Imu was somehow victim of Sugar's touch so he was forgotten by everyone. Maybe Doflamingo managed to do it when he went back to Marejois to try to be a CD again. When Sugar was defeated,the Gorosei suddendly remembered about Imu.
