I think the incurable diseases that people get from Celestial Dragons aren't STDs, and they aren't just trying to kill people as a punishment.
Instead, it's far far worse.
They are experimenting on people as lifeforms. They test their ability to survive various kinds of illness and record the information to determine the strengths/weaknesses of each race and to use that information to create new innovations.
It's like an alien species that abducts and probes people... and tortures them via experiments.
